Any time the BLV clerk gang decides to build or remodel something that belongs to BLV,they just do it. We never seem to see any permits hanging on any BLV buildings.
After all the BLV clerk gang built the pavilion in the ball field WITHOUT a permit,and had to deal with it later. This is how the BLV clerk gang operates.
